Here’s Wiki‘s bit on Crossbones..

As a mercenary, Rumlow enlisted with Albert Malik, the communist Red Skull, in Algeria, serving him under the name Frag until he was sent to invade Arnim Zola’s Switzerland chateau. Ultimately the only team member to survive the assault, Rumlow there met and impressed the original Nazi Red Skull, Johann Schmidt; this Skull accepted Brock’s services, code-naming him “Crossbones.”
Crossbones usually appears as a henchman of the Red Skull. He carried out the assassination of Captain America, although Sharon Carter, who was under hypnosis at the time, is believed to have fired the fatal shots.

CAPTAIN AMERICA: THE WINTER SOLDIER once again starring Chris Evans as Steve Rogers/Captain America, directed by Joe and Anthony Russo.
While the plot is kept secret for now, word has it that it might take on the plot from the comic book storyline that resurrected Cap’s sidekick Bucky as Winter Soldier.
Bucky is brainwashed and he turns on Cap.
Anthony Mackie plays Sam Wilson/Falcon.
Samuel L. Jackson plays Nick Fury
